Manitoba Provincial Nominee Program (MPNP)

Last updated: 2026-09-17

The Manitoba Provincial Nominee Program (MPNP) lets Manitoba select and nominate immigrants for permanent residence. Candidates submit an Expression of Interest, are scored on language, age, work experience, education and adaptability, and wait for a Letter of Advice to Apply. What sets Manitoba apart is its connection requirement — without an established connection to the province, overseas skilled workers are not eligible no matter how high they score.

Processing times are IRCC's statistics on applications it has already finished — a guide, not a commitment. Individual files vary with document completeness, requests for more information and background checks. For applications where the time depends on where you file, only a few common locations are listed; use IRCC's tool for others.

The main streams

Skilled Worker in Manitoba (SWM)

  • For people already working in Manitoba
  • Usually requires a long-term, full-time job offer from a Manitoba employer
  • Employer-driven recruitment can also lead to a direct invitation
  • Suits those already employed in Manitoba on a work permit

Skilled Worker Overseas (SWO)

  • For skilled workers outside Manitoba
  • You must prove an established connection to Manitoba
  • Without that connection you are not eligible, whatever your score
  • You must also reach the 60-point threshold

International Education Stream (IES)

  • For international graduates of designated Manitoba institutions
  • Career Employment, Graduate Internship and Student Entrepreneur pathways
  • A faster nomination route for Manitoba-educated graduates
  • The Career Employment Pathway changed in June 2026

Business Investor Stream (BIS)

  • Entrepreneur Pathway and Farm Investor Pathway
  • No job offer, but investment and a Business Performance Agreement are required
  • You operate the business on a work permit first, then receive the nomination
  • Clear thresholds for net worth, investment and experience

Skilled Worker Overseas requirements

The connection to Manitoba is the decisive requirement, and there are three accepted forms.

  • Manitoba Support: backing from a relative or friend living in Manitoba
  • Manitoba Experience: previous study or work in the province
  • Manitoba Invitation: a direct invitation from the MPNP under a Strategic Recruitment Initiative
  • At least 60 points across language, age, work experience, education and adaptability
  • Work experience counts full years over the 5 years before your EOI, counting jobs held for 6 months or more
  • You need job-ready English, sufficient settlement funds and a genuine intention and ability to establish economically in Manitoba
  • Not eligible: refugee claimants, people in a federal appeal or removal process, and anyone refused by the MPNP in the last six months who cannot address the reasons

The three International Education pathways

  • Career Employment Pathway (CEP): graduates who find long-term work in an in-demand occupation matching their training get a faster nomination; Manitoba issued an important update to this pathway in June 2026
  • Graduate Internship Pathway (GIP): for master's and doctoral graduates who complete a Mitacs internship
  • International Student Entrepreneur Pilot (ISEP): up to 20 places a year for graduates who start and run a business in Manitoba, managing it on site as a senior manager for at least 6 months before nomination

Frequently asked questions

Can I apply with no ties to Manitoba?+

Not through Skilled Worker Overseas — you need support from family or friends there, past study or work in the province, or a direct invitation. If you already work in Manitoba you can use the in-Manitoba stream, and graduates of Manitoba institutions can use the International Education Stream.

Does 60 points guarantee an invitation?+

No. Sixty points is only the threshold to be considered. Invitations depend on which groups each round targets, and skilled worker EOIs are currently limited to directly invited candidates or TPP support letter holders.

What are the options for graduates?+

Manitoba graduates can use the Career Employment Pathway with long-term work in an in-demand occupation matching their studies, the Graduate Internship Pathway after a Mitacs internship for master's and doctoral graduates, or the Student Entrepreneur Pilot (20 places a year). Note the Career Employment Pathway changed in June 2026.

How much money do the business pathways require?+

The Entrepreneur Pathway needs net worth of at least CAD $500,000 and investment of $250,000 in the Manitoba Capital Region or $150,000 outside it. The Farm Investor Pathway needs net worth of at least $500,000, investment of $300,000 in rural Manitoba, and a research visit of at least five business days.

Does a Manitoba nomination add 600 CRS points?+

Yes, if you also qualify for federal Express Entry and are in the pool. Otherwise you apply to IRCC directly through the provincial nominee route.
