Prince Edward Island PNP (PEI PNP)

Last updated: 2026-09-17

The Prince Edward Island Provincial Nominee Program serves Canada's smallest province. Both the PEI PNP and the Atlantic Immigration Program run through a single Expression of Interest system: candidates file an EOI to join a pool, the province draws from it periodically, and only invited candidates file a full application. PEI has a small allocation, so selection leans heavily on retention: candidates already working on the island in a position matching their education and experience, and those who have lived in the province longer, are prioritized, as are graduates of local institutions (UPEI, Holland College and Collège de l'Île).

Who it suits
Skilled and intermediate-skilled workers already on the island, graduates of PEI institutions, Express Entry candidates and entrepreneurs
Age
21 to 59
Language
CLB/NCLC 4 for TEER 4 and 5 occupations; skilled worker requirements depend on the occupation and employer
Selection
File an EOI first; the province draws periodically and an EOI guarantees nothing

Processing times are IRCC's statistics on applications it has already finished — a guide, not a commitment. Individual files vary with document completeness, requests for more information and background checks. For applications where the time depends on where you file, only a few common locations are listed; use IRCC's tool for others.

The four worker pathways

Skilled Worker

  • For candidates with a full-time, non-seasonal offer from a PEI employer
  • The occupation must fall in TEER 0, 1, 2 or 3
  • The offer must be permanent or for at least two years
  • To recruit from outside Canada the employer needs prior authorization from the Office of Immigration

Critical Worker

  • For intermediate-skilled positions in TEER 4 and 5
  • You must already have worked full-time for the PEI employer for six months
  • A valid work permit and legal status in Canada are required
  • Language: CLB/NCLC 4

International Graduate

  • For graduates of PEI institutions holding a valid post-graduation work permit
  • A full-time, long-term offer related to the field of study is required
  • Graduates of UPEI, Holland College and Collège de l'Île are prioritized in draws
  • Local credentials plus local work experience is what PEI values most

PEI Express Entry

  • An active federal Express Entry profile is required
  • This pathway does not require a PEI job offer
  • The province still clearly favours candidates with a genuine connection to PEI
  • A nomination adds 600 CRS points

Critical worker requirements in detail

This is the most used pathway in PEI, and the one with the clearest criteria.

  • A full-time, non-seasonal offer from a PEI employer (permanent or at least two years) in an intermediate-skilled TEER 4 or 5 occupation
  • Six months of full-time work already completed for that PEI employer
  • A valid work permit and legal status in Canada
  • At least a secondary school diploma
  • Age 21 to 59
  • At least two years of full-time work experience in the past five years, or relevant education
  • Language results from an IRCC-approved test taken within two years, at CLB/NCLC 4 or above
  • Enough funds for immigration and settlement costs, including travel, and a genuine intention to settle in PEI

What the draws reward

  • Whether you are already working in PEI in a position that matches your education or work experience — the province names this as its first priority
  • How long you have actually lived in the province
  • Whether your occupation aligns with the province's Occupations in Demand, which in recent years has centred on health care, trades and manufacturing
  • Whether you graduated from a PEI institution (UPEI, Holland College, Collège de l'Île)
  • The province may limit intake or exclude specific groups from a given draw; results are published on its website

Business: the Work Permit Stream

PEI's business route is not investment-for-status: you operate first and are nominated afterwards.

  • Candidates come to PEI on a work permit and must actively operate the business for at least one year before nomination
  • Relevant education, or at least five years of experience in the proposed business, is required
  • The business must incur at least CAD $75,000 in eligible operating expenses in its first twelve months
  • At least three arms-length staff must be employed full-time for at least six months of the year
  • Invited candidates have 60 days to file a complete application
  • Net worth, investment and language thresholds follow the province's current Business Impact application guide

How to apply

  1. 1

    Work out which pathway fits

PEI publishes a workforce program selector tool that sorts candidates by occupation level, work experience and status into the skilled worker, critical worker or international graduate pathways.

  2. 2

Secure a PEI employer and offer

Apart from Express Entry, every pathway needs a full-time, non-seasonal offer that is permanent or at least two years; critical workers must first complete six months with that employer.

  3. 3

    Register and file an EOI

Create an account in the provincial EOI system and submit your profile to join the pool. The EOI is not an application.

  4. 4

Wait for a draw and an invitation

The province draws periodically, favouring candidates already working on the island in matching positions. Results are published online.

  5. 5

    File the full application

Submit complete documents once invited. If you need a work permit support letter, a CAD $230 compliance fee applies and the permit is filed under LMIA exemption code T13.

  6. 6

Apply for permanent residence after nomination

Express Entry candidates add 600 points to their profile; others file a provincial nominee PR application with IRCC.

Common questions

Can I apply from outside Canada?+

Yes, but it is considerably harder. The skilled worker pathway allows overseas recruitment provided the PEI employer obtained authorization from the Office of Immigration before issuing the offer. The critical worker pathway requires six months of work with the employer, which in practice means being on the island already, and draws openly favour candidates already working in PEI.

Do intermediate-skilled jobs in food service or retail qualify?+

The critical worker pathway exists precisely for TEER 4 and 5 positions and asks only for CLB 4. But the province adjusts what it draws on according to its in-demand occupations and reserves the right to exclude groups from a given draw, so outcomes vary a lot by sector. Check the current occupations in demand list and recent draw results before filing.

What advantage do PEI graduates have?+

A substantial one. The international graduate pathway is reserved for graduates of PEI institutions, and draws weigh local credentials, a matching position and time spent in the province. For students planning to stay, it is the most direct route.

How long until I am invited after filing an EOI?+

There is no fixed timeline. An EOI only joins the pool; the province draws according to its allocation and labour market needs and may limit intake at any time. Keep language results, credential assessments, the job offer, work permit and proof of funds valid so you can file quickly once invited.

How much does the PEI business route cost?+

PEI uses an operate-first model: you come on a work permit, run the business for at least a year, generate at least CAD $75,000 in eligible operating expenses in the first twelve months, and employ at least three arms-length full-time staff. Net worth and investment thresholds follow the province's current application guide, which we check against the version in force when we assess a file.
